Si Torre usa ka sakop sa Philippine National Police Academy (PNPA) Enforcement Class of 1993.

Siya karon ang direktor sa Criminal Investigation and Detection Group (CIDG).

Si Torre nagsilbi nga direktor sa Quezon City Police District (QCPD) ug Davao Regional Police Office diin iyang gipangunahan ang malampusong pagdakop sa lider sa Kingdom of Jesus Christ (KOJC) nga si Pastor Apollo Quiboloy human sa 16 ka adlaw nga halapad nga operasyon sa kapulisan.

Siya usab ang nangulo sa pagdakop kang kanhi Presidente Rodrigo Duterte ug sa iyang pag-turn over sa International Criminal Court (ICC) sa Hague, Netherlands taliwala sa imbestigasyon sa giingong krimen batok sa katawhan sa nasod atol sa pagpatuman sa iyang drug war.
