Authorities have located the motorcycle rider whose actions of dragging a dog tied to his vehicle sparked widespread outrage across social media.

Crucially, the dog, which was the subject of public concern, has also been found alive, though it sustained injuries.
The individual at the center of the viral video has been identified as a 65-year-old resident of Dagupan City, whose name was not immediately released by authorities.
The incident, which occurred in Calasiao, Pangasinan, prompted an immediate search after the distressing footage circulated widely online.

According to a report by GMA Regional TV One North Central Luzon, officials from Barangay Banaoang in Calasiao were alerted to the situation and reviewed their CCTV cameras, which had captured the disturbing scene.
This led to the identification of the rider. Subsequently, a joint team from the Calasiao Veterinary Office and local police located the elderly man.
During questioning, the rider offered an explanation for his actions.
Police Captain Anthony Doctolero, Deputy Chief of the Calasiao Police Station, relayed the rider’s statement: “Gusto niya ilipat sa bahay ng anak niya kaya itinali niya roon. Ang sabi naman niya, dahan-dahan lang ‘yung takbo ng motor niya. Noong una, nakakasabay pa raw ‘yung aso. Pero later on, hindi niya napansin na nakaladkad na ‘yung aso.” (He wanted to transfer [the dog] to his child’s house, so he tied it there. He said he was driving his motorcycle slowly. At first, the dog was reportedly able to keep up. But later on, he didn’t notice that the dog was already being dragged.)
The rider claimed he had no intention of harming the animal and asserted that he stopped to carry the dog once he realized it was being dragged.
The dog, fortunately, was found alive and, despite the ordeal, is reported to be recovering.
Dr. Jorge Bandong, Calasiao Municipal Veterinarian, confirmed the dog’s condition: “So far ‘yung aso is buhay naman at okay naman. May sugat siya sa paa pero nagamot na, naka-bandage na. Malakas na siya.” (So far, the dog is alive and okay. It has a wound on its paw, but it has been treated and is now bandaged. It’s strong now.)
The municipal veterinary team provided immediate medical attention to the animal, treating a wound on its paw.
While the dog remains under the owner’s care, authorities have informed the rider about the potential legal consequences he faces under the Animal Welfare Act.
Police Captain Doctolero stated, “Pinag-aaralan natin ‘yung mga kaso na puwedeng isampa, sa Animal Welfare Act. Papasok siya sa animal cruelty pero pinapaubaya na namin sa Veterinary Office ang legal na aksyon na gagawin.” (We are studying the cases that can be filed under the Animal Welfare Act. It will fall under animal cruelty, but we are entrusting the legal action to the Veterinary Office.)
This indicates that charges of animal cruelty are being considered, with the Municipal Veterinary Office expected to lead the formal legal proceedings.
