Sa pagdinig ng Kamara sa proposed budget ng Department of Education (DepEd) para sa 2025, kinumpirma ng director for Information and Communications Technology Service (ICTS) ng kagawaran ang report ng Commission on Audit (COA) na nagsabing noong 2023, mahigit P2.18 bilyon lang ang ginastos ng DepEd mula sa P11.36 bilyon budget nito para sa mga computers, laptops, smart television sets, at iba pang e-learning equipment.
Sinagot ni DepEd Director Ferdinand Pitagan ang pag-uusisa ni Batangas 2nd District Rep. Jinky Luistro tungkol sa mababang 19.22 porsiyentong utilization rate ng ICT packages ng kagawaran.
Ayon kay Pitagan, halos hindi pa nagagastos ang budget para sa 2023 DepEd Computerization Program (DCP) para sa taong iyon dahil nakatuon ang kagawaran sa pondo noong 2022.
“Why, therefore, did you request for P11 billion for 2023 if you’re going to say now that your priority is 2022, that’s why you didn’t use the 2023? You know, Mr. Resource Speaker, doon po sa amin sa Batangas, hindi po magkamayaw ang humihingi ng tulong na students, teachers, and even PTA officers lahat ang problema nila ay computers, laptops,” ani Luistro.
Nang tanungin, sumagot si Pitagan na ang kasalukuyang student to computer ratio ay 1 is to 9, at ang teacher to computer ratio ay 1 is to 30.
