Apollo Quiboloy “surrendered” to ISAFP; now in PNP custody

The Philippine National Police (PNP) confirms that Apollo Quiboloy, leader and founder of Kingdom of Jesus Christ (KOJC), peacefully surrendered to authorities and has been taken into custody.

PNP spokesperson, Police Colonel Jean Fajardo, made the announcement during a brief press conference on Sunday, September 8, 2024, at Camp Crame in Quezon City, where the fugitive pastor was brought.

Col. Fajardo reported that Quiboloy was apprehended around 5:30 P.M. at the KOJC compound. With him, also captured were Jackielyn Roy, Ingrid Canada, Crisente Canada, and Sylvia Cemañes.

All were immediately brought to the PNP Custodial Center at Camp Crame.

Col. Fajardo said: “Unang-una po ay kinukumpirma po natin, na hawak na po natin si Pastor Quiboloy, si Jackielyn Roy, si Ingrid Canada, si Cresente Canada, at si Sylvia Semanes po.

“Nakuha po natin yung custody po nila around 5:30 this afternoon at mga bandang 6:30 po ay inilipad po natin sila mula po sa Davao at papunta po dito sa Villamor po tayo lumabas.

“Lumapag po sila, ang C-130 lulan po nitong mga nasabing individual, at nakarating po sila dito sa Villamor na around 8:30 ng gabi, at nakakating po tayo dito sa custodial facility na mga around 9:10 ng gabi po.

“Ngayon po ay nag-a-undergo po sila ng booking process, kasama na po diyan yung fingerprint at mugshot, at natapos na rin ang physical and medical examination.”

SURRENDERED OR ARRESTED?

The circumstances surrounding Pastor Quiboloy—ascertaining whether he was arrested or he voluntarily surrendered—have sparked online debate as more details emerge.

Earlier, Department of Interior and Local Government (DILG) Secretary Benhur Abalos, who is currently in Dubai, announced on Facebook the arrest of Quiboloy, stating, “Nahuli na si Pastor Quiboloy!”

However, Pastor Quiboloy’s lawyer, Ferdinand Topacio, refuted this, issuing a statement on the fugitive pastor’s arrest that was released to the press.

The statement reads: “Based on reliable information, our client, Pastor Apollo C. Quiboloy, voluntarily surrendered to the Armed Forces of the Philippines, specifically the Intelligence Service of the Armed Forces, or ISAFP.

“He was not arrested, especially not by the Philippine National Police under the DILG.

“Therefore, it is epal to the highest level for Sec. Abalos to be seemingly taking credit for the non&existent arrest.

“As usual, Pastor Quiboloy’s legal team shall continue to protect his rights under the Constitution and the laws as we prepare for his defense.”

QUIBOLOY “PEACEFULLY” SURRENDERED

According to Col. Jean Fajardo, Pastor Quiboloy decided to surrender peacefully to the Intelligence Service of the Armed Forces of the Philippines (ISAFP) after the negotiations around 1:30 P.M., prompted by the pressure of a 24-hour deadline set by the PNP.

The ultimatum stated that if he fails to surrender within the given time, authorities would take action and enter a building in the KOJC compound.

Col. Fajardo said: “Nangyari po tong pangyayari po na to dahil kanina pong bandang ala-una y medya po ng hapon ay nagkaroon po ng negosasyon para po sa mapayapa po nilang pagsuko dahil binigyan po natin sila ng ultimatum na within 24 hours po ay kailangan nilang sumuko at nagkaroon po ng negotiation.

“So, ito po ay joint efforts po ng PNP and AFP.”

She added, “Nagbigay po ang PNP po ng ultimatum po na sumuko po sila.

“Otherwise po ay papasukin po natin yung isang particular building na hindi po tayo pinapayagan pong pumasok.

“So, nagkaroon ng negotiation ang PNP na kinatawan po ng Intelligence Group at ISAFP, pinagtulungan po ito that led to the peaceful surrender po nila Pastor Quiboloy at apat pa.

“At nagpapasalamat po tayo doon sa naging mapayapa pong, at least, itong proseso po na ito.”

QUIBOLOY: WARRANT SERVED IN CAMP CRAME

Quiboloy and his co-accused were served their arrest warrants after arriving at the PNP Custodial Center at approximately 9:10 P.M., following their landing at Villamor Air Base at 8:30 P.M.

Col. Fajardo told the press: “Lahat po ng kaso at diyan din po nangyari, pagdating na pagdating po nila dito sa custodian ay isinerve po yung warrant of arrest po sa kanila.

“Kung matatandaan niyo po, tatlo pong kaso ito. Yung kay Pastor Quiboloy po yung child abuse po, yung sexual abuse, at yun pong qualified trafficking.

“So, binasahan po sila ng mga kaso po nila at nakaharap po ang kanilang abogado po.

“At pagkatapos po noon ay binasahan din po sila ng kanilang mga Miranda Rights at mga karapatan po.

“At pagkatapos po noon ay tuluy-tuloy na po yung ginawang proseso, ongoing yung proseso po.”

Members of the press asked Col. Fajardo for details about Pastor Quiboloy’s surrender and his location at the time, but the PNP spokesperson did not divulge specifics.

She emphasized the importance of having them in their custody currently, saying that the persons apprehended had been served their warrants of arrest, which are expected to be returned to the courts on Monday, September 9, 2024.

Col. Fajardo stated: “Ang importante po sa ngayon ay nasa kustodiya na po ng PNP po ito. At ang mangyayari po niyan ay bukas po inaasahan po natin na ire-return po yung mga warrants of arrest dun po sa mga issuing courts, particularly diyan po sa Quezon City, kung saan nailipat na po yung mga kasong naisampa po natin sa Davao.

“At dun naman po sa RTC159 po.”

The PNP is in the process of booking Pastor Quiboloy and the other four following their arrest.

At press time, Col. Fajardo reported that they are in good condition. She said some are showing signs of high-blood pressure, but she did not disclose who these are among the five.

Col. Fajardo stated: “Ongoing po yung processing po ngayon dahil limang katao po yan. Sabay-sabay po silang binu-booking po ngayon.

“At na-inspect na rin po sila, at nasa maayos rin po silang kundisyon. Although some of them, based po doon sa medical examination, medyo mataas po ang BP.

“But other than that, okay naman sila at tuluy-tuloy po yung processing po ngayon.”

Regarding the detention location for Pastor Quiboloy and his associates, Col. Fajardo stated: “Wala pa po, hindi ko pa po nakikita kung saan-saan po silang kuwarto po madedetina, but meron na pong plano.

“Dahil nga kanina nga po, habang ongoing po yung negotiation, ay pinagplanuhan na rin po kung saan-saang selda po sila mapupunta.

“Magbibigay po kami ng additional details as we go along po.”
